This gives us a chance to look for damage and to check for things like sinks under faucets, toilets that run, loose cabinet doors etc.

What I have seen is Hcd has no means to enforce squat against jurisdictions that ignore hcd’s direction but maybe the jurisdiction will voluntarily concede to the Hcd interpretation.

I just flushed the toilet and it's backing up into the shower (Sewer / Septic).  

Do the toilets inside flush without any blockage if you pour a bucket of water into the toilet, same for the sinks and any floor drains,?

If there's no plumbing inside, that means there's no water heater, toilets, sinks, etc.

It took 5 trips from differenr contractors to fix the toilet rhat never stopped running turns out they had the wrong size flapper. 

So if someone is changing light bulbs out, that would be a different rate than fixing a running toilet or installing new blinds for example.
