In the USA, note that under the FCRA the adverse action recipient is entitled to get a free copy of the report from the provider, AND in addition is still entitled to their free annual report as Rob K points out.

@Brad Jordan If your tenant is in fact a section 8 recipient, there should be a HAP agreement in place with the local county housing authority.
