I mean, "best" might be a little open to interpretation here but it might be "best" for them for you to just buy it from them.

"in the case of an individual, that the affiant is either a US citizen or AN ALIEN WHO IS OR MAY BECOME A BONA FIDE RESIDENT OF OKLAHOMA" so who decides if they "may become" that is very vague and open for alot of interpretation it seems.
