I mean, "best" might be a little open to interpretation here but it might be "best" for them for you to just buy it from them.  

Using Philadelphia as an example, in other areas, especially the more suburban neighborhoods, you could run into ERSA, steep slope, and more common to encounter interpretation issues on the part of the plans examiner.

"in the case of an individual, that the affiant is either a US citizen or AN ALIEN WHO IS OR MAY BECOME A BONA FIDE RESIDENT OF OKLAHOMA" so who decides if they "may become" that is very vague and open for alot of interpretation it seems. 

Big data analytics: This technology has the ability to dissect and interpret very large databases for renovation and construction costs which would then determine if there are any costs eligible for reclassification or acceleration.

But, it doesn't hurt to start with a meeting with your building inspector - He may have already encountered something similar in town and has worked through the issues and made some decisions on how they will enforce/interpret the code as it relates to existing conditions....
