Oklahoma bans non-citizens to buy real estate in Oklahoma-- is it true (unbelievable)

I started investigating to invest in Tulsa and other cities of this state. I am told and after reading bunch of documents, I feel this is true and being implemented.

Is there any Real estate lawyer on biggerpockets? I am a Canadian living in California for many years. I see the following rom the newly required affidavits that 


I assume based on the following portions in the affidavit that Canadians and other treaty country citizens are allowed. It is because  Canada allows US citizens to own real estate in Canada.

1. " or any treaties their country has with the United States"

2. "but he or she shall have and enjoy in this state such rights as to personal property as are, or shall be accorded a citizen of the United States under the laws of the nation to which such alien belongs"

    There are some exceptions for us citizens. This new law is to stop what's happening in the black market/marijuana trade and to help the attorney general crack down by having affidavits filed. You can be a citizen of the us, an investor, and purchase here. You can't be from another country and want to purchase land here without the "intent" of becoming an Oklahoma resident.
