I think those companies are the problem A domestic worker who works less than 40 hours a week is not considered and employee and therefore you wouldn't be liable for Workers Comp.

I take it to mean alley/garage apartments in nicer areas that were set up often for domestic help, kids, or mother in laws. 

@Jim Bentley: The process is called QDRO (Qualified Domestic Relations Order) which is a court order issue by the judge.

They are paying upfront, this is a pretty standard situation for Medical Personnel domestic/international(honestly Canada).
