If you wanted to have full HVAC, you can put a cage on the compressor and fence the property to limit access further (that is what I have done with my rental house in a low income neighborhood).A central heater might only be 100 to 150/month less for heating, so you'd have to decide if the savings was worth it.

So maybe others can learn from my experience, the big repairs that hit me this year were new fridge- $500, A/C Compressor - $1300, excessive repairs from a tenant moving out - $600.

That's pretty weird, but if the compressor is in a private backyard then I guess it's ok.....If it's within the public's eye then it could be considered a felony offense though.
