In those few the lender rather either foreclose if payments aren’t made, restructure the note to make it reperforming, or have the homeowner sign over a deed in lieu of foreclosure and sell the property as an REO.Out of curiosity, since you would be paying market price if you were to find a short sale anyway, why would you want to buy a short sale rather than a sale without the short sale problems?
