It occurred to me that a couple of years ago I created a bathroom in a lake house we had and I had to put in a rear discharge toilet (sounds redundant) to avoid cutting into the slab by drilling a hole through a cinder block wall. 

A block south of my 2 flat are row homes/town homes which were sold out before construction completed, several new multi-family and SFH have also been built/being built now in the neighborhood. 

I have found http://zimas.lacity.org for GIS searching, But the Block out the owner info. 

4 unit multi family 8br 4 ba.  3 units currently rented ..block construction..window ac's..for sale for 55k..in 32219 Is this a good deal with 12 k in back taxes owed?

@Ryan Mullin  maybe we can team up on this.. as your have the vast experience there .. and would help the newer rehabber if they run into road blocks..

It is street by street, block by block. 

I would have to get signatures from a two block radius from all the neighbors agreeing to letting the mobile home be placed there as well as city council approving it.

The other 2 units have couple of houses on the same block that are boarded up, liquor bottles in the front yard and graffiti painted on the front of the house.
