Finding Property Owners in LA County

I am a new investor. I am trying to figure out how to find the property owners after I have been driving for dollars! Once I find a property that looks distressed where do I go to find the owner's name and address? I have been to the County Tax Assessors website, but am not clear where to go on the site and if there are charges or not.
