I attended a City Council meeting where a commercial broker (who specializes in warehouses) presented ideas where the City could locate companies that need office/warehouse space in one building (tech manufacturing companies) and provide them with both in one property.  

Review it with your legal council.

I would council your friend to get some help and go back and resubmit the request for a modification.

Make sure there isn't anyone on the local council pushing for this type of law or that it hasn't already happened and the owner is trying to dump the park before the word gets out.

He advised me that everything should be ready by the end of this week to be lodged to Council.

Zoning - Vancouver city council is an interesting beast; they'll allow huge condo developments on some areas, but are very strict in others - overall it's a big artificial constraint on development with very high fees (that then get passed to the consumers) - but that's not much different than many other cities.5.

Looks like this spring, the Bellevue city council approved a permanent ordinance against the practice:  http://www.ci.bellevue.wa.us/11736.htm  You may be able to use this fact to get a better deal on the house.
