I actually did some digging and found in the code where it says: must be parked on a hard and durable surface, such as asphalt,brick or concrete or any surface permitted pursuant to § 156.052(C).They regularly have 2-4 cars in the grass, so I'm going to go have a little chat with them and see if they will move them voluntarily or if it will require threats of fines from code enforcement.Thanks for the feedback guys!

One issue that concerns me are "threat to life" situations; for example, if the heater goes out at 8pm in the dead of winter, what would you do?
