@Marc C. so if you couple the disclosure with the state contract in Colorado there are really no loop holes.

There are a lot of loopholes. 

It's a loop hole that I know many to take advantage of.

I've briefly talked to somebody who said there is a loophole and I'm very curious how I would be able to accomplish my plan of living in one unit and short term renting the other 2 units.

It's hard enough to hold tenants to a lease without having loopholes.

The big loophole I see on this is on item 7 of the attached document. 

There is a loophole that allows landlords to make tenants legally responsible (in their lease) for property taxes through the payment of their rent.

We take over management of rentals all the time from owners who were using generic leases they got from someone online, and they're a mess filled with loopholes.
