I'm going through the motions with insurance, and a restoration company already.

Just needed the right type of investor to come in and restore it.

It just needs to be restored, minus the local Judges interpretation of "normal" wear and tear.

My question is if I have enough in my IRA for a 20-25% down payment will the bank finance the rest or will I need to have cash to pay for the entire purchase (no financing)?

I have been recommended to look at potentially simply buying and restoring a little bit in franklinton and north lindon but not live there.

Since they are "nonpaying tenants" owing to the situation,  if you owned the home then upon having your right to evict restored you would at that point have to commence the process;  but first offering them a payment plan most likely based on whatever rules are most strict in the particular jursidiction you are in.   

I would call in a restoration service.
