We have certain areas (toy towns) in Memphis that absolutely make for a solid and sound investment.

@Kalman G Szabo  The county may send a generic notice to the state, However, and this comes from personal experience, the state will deny that the notice was proper because it went to x within the state and should have gone to y within the state.
