Also from an appreciation stand point an "owner" neighborhood has higher appreciation potential for the exact reason that Elizabeth stated.

My partner and I started focusing on small multi's in Elizabeth NJ, buying bank owned as well as distressed properties, first through wholesalers and now through our own marketing.  

@Richard Richard  @Elizabeth Colegrove The wrinkle in this is the shift from FHA to private finance - the contract states a mortgage commitment date and the sellers ability to back out if I do not meet this until it is met.
