You need to wrap the new window opening with green treated lumber anyway, so the old ribbon/rim joist spans from block to block (super solid), and you can then use a fine saw, sawzall, etc to simply cut 1 1/2" off the end of any joists that tie in.

If they see a downturn coming, how great to unload properties at the top of the market and then buy them back for cheap a year or two later (not that I expect a downturn within that time frame).Also, find out if this person is selling to you outright or if they are doing a 1031 Exchange.
