Anyway, as of today she forfeited her 5k deposit because she refused to close on her new property and the leaseback period has officially expired. 

If the successful bidder assigns his interest in any real property purchased at the Delinquent Tax Sale before the end of the redemption period, the grantee from the successful bidder shall furnish the Tax Collector with a conveyance, witnessed and notarized, a copy of the bid assignment form may be obtained from the Tax Collector's Office.Bidder checks (for the bid amount plus interest) will be mailed to the successful bidder, or their grantee, once a property has been redeemed and funds have been verified by the Tax Collector and pay periods have been determined.

Would you recommend periodic check-ins at the property to assess for upkeep and potential maintenance issues?

The violations pre-dated the borrower’s ownership period and our expectation was the renovations would resolve them.

Coos Bay in particular was primarily a timber town and has had some difficult economic periods since it's hey day, but the downtown has grown up, there's yoga, a farmer's market and even a new Starbucks (which by the way you buy the brand new building they lease from!)

Expecting real estate prices to continually rise with no periods of decline. 

A/C window units are getting better, cheaper, and more efficient all the time.

If they want to be in early, they should start paying early and have a signed agreement covering that time period.

If it is still 30 days or same time period just a week late I would probably do nothing and be accommodating.
