We are in Milwaukee so we have cold winters and it gets hot in the summer - contractors are alwasy super busy the first few weeks after it hits 80F in the summer and the first few weeks after temps drop below 30F in winter.

You've got less than 30 days before freezing temps out there in Michigan.Can't believe you didn't know his utilities had been off this long.Have your utility company have you as emergency contact for any shutoff's, power, gas, water..Your only choice I feel right now is to have the power put back in your name so you can protect your property from freeze damage,  until the guy gets evicted.

@Mitul Patel ,The market here was hot for buying and selling in 2012-2013 as interest rates were a bit lower and as prices were getting higher.It has now sort of flattened out and become somewhat stable although foreclosures and shortsales are down substantially you can still find some.Other than Phoenix, Tempe is a good choice to invest.
