So, existing buildings are not required to be upgraded as long as they meet the "grandfathered" building codes of when the building was constructed. - NOTE: any major renovations to a building may void the grandfathered exception and require upgrades to meet current building codes.3) As @Nathan Gesner pointed out, a single circuit can often be upgraded by running new 3-wire romex line from electrical panel to the plugs on that specific circuit.4) You can also install a GFCI plug (and not ground it) and that will often be acceptable.5) Why should the property owner be required or expected to upgrade the electrical, when it meets the grandfathered building codes of when it was built?

Things to consider, if you are a 2 story, you can only build a flush 3rd story addition if you are an end row or next to an existing flush 3rd story, otherwise you will have to do a setback 3rd story addition.Hope this helps!

Insulate, add electrical, mini-split ac, and possibly plumbing, as desired, drywall, tape and paint, put built-in cab's on one side if you want, hang the tv, speakers, etc, install bi-fold/multi-fold doors on the side leading to a patio, and replace the garage door with an insulated one keeping the track and removing the motor, or install a carriage type garage door into the existing garage opening.
