Another commercial real estate friend weighed in and the 1st unit (city) actually is surrounded by multi-units so the appreciation for a single family there might not be as great as in the more residential area.Oakland, CA is seeing lots of gentrification because of San Francisco being the most expensive market in the US.

We have vacant sub-division lots & I was looking at a $24,000 in-fill lot surrounded by $275-$325,000 homes but again the final tax assessment would be the killer.
