@Dennis Weber ,In my experience, the way tax liens are set up-yes they do appear to be sold off in "bundles" to larger investment institutions; tax deeds, (in Hamilton County where I live) are sold individually.

I will tell you that I am being patient, but am positioning myself to move quickly if a deal appears.

Now it appears I could sell and net $30k or rent and MAYBE cash flow $50-100/mo. 

As such it cannot appear in court to represent itself.
