As far as an investment is concerned, I know several people who have invested there and their investment returns have been disappointing to say the least and properties are pretty expensive there by Latin/Central American standards.

And, the one I hear often from other investors is that the tenant would technically be "improving" your property which is known to get thrown back in your face at the slightest disappointment.
