I wouldn't on a commercial  spot..

There are two good sized spots, maybe about 10 inches in diameter and several smaller spotted areas.  

I don't see how its any different from someone paying a private metered spot hourly and getting towed after the meter runs out.

Another idea I have is buying a house in a blooming area of Puerto Rico and use it as airbnb as well as vacation spot.

Where we are in the market right now too isn't a great spot to lend to the idea of massive appreciation on a property you buy (prices are already high).

There is also an empty spot with all utilities that used to have a home. 

Tell tenant you have no choice they either get dogs secured for repairs ...or you file for eviction, non-compliance failure to permit management / services to enter apartment to do emergency repairs.So you tell them they need to comply and get dogs secured during work..if that's relocating them to another spot in the day so that they are out of unit then tell them that. 

Due to the sheer amount of investment opportunity, there is underground murmurs that in years to come, Westwood could become the next "hot spot" for young, hipster buyers.
