When I was a police officer in SoCal I used to hop out of my black and white at red lights all of the time, tear down the signs, throw them in my back seat and be back in my car before the light turned green.

They residents are also a good source for crime stats (along with the local police department websites), quality of life, etc. 

I just can't see many emergencies arising that I couldn't take over the phone and call the plumber, electrician, police, or handyman.

Here in Pittsburgh there is a community organization that is "policing" student rental properties and reporting landlords to the City zoning officials.
