Out in the central valley California it seems that if a house is just good enough to qualify for an FHA loan it's priced the same as a top notch house by the square foot and beds/baths.

I don't have a realtor to recommend, but I did identify a turnkey operator (who is a realtor) that does really top notch rehabs (granite counter tops, high grade flooring, tile surrounds in bathrooms, etc) and provides the whole team from acquisitions to property management.
