If there is another recession, how does that affect the tourism industry especially something of this size?

Seems that a huge slice of the economy is devoted to services/tourism. 

Does the local tourism bureau have strong leadership with a good vision? 

I think you need to be 15 to 20 minutes away from Universal max.The beach I think you need to be blocks away from,  to take advantage of its tourism.

Additionally the job diversification in Orlando has grown and is beginning to rely less on hospitality and tourism and making waves in industries like financial services, medical and manufacturing. 

My brother in law was laid off by a major hotel chain in Miami when covid forced the tourism industry to come to a halt in May.

You have two primary market forces in Guam - the US Military and tourism.
