Maybe the market isn't saturated with tenants and it will take 6 months to relent the premises plus turnover costs, so evicting a recidivist last payer is not the right option?

"Listsource" and other similar companies has been a good concept, but because of over saturation in the market with those particular lists, it becomes obsolete.
