I know the rent is going to be paid and if they do something wrong, they loose their voucher which is more valuable to them than it is to anyone.

A real estate attorney will be able to provide better guidance. 

Experience is what makes an agent valuable, anticipating issues that are outside the norm and knowing how to deal with them. 24 deals per year is proficient, after 100 deals you know what you are doing.

All in all probably lost about $15k but learnt a valuable lesson.
