I want to build a tiny home community somewhere in south florida and would love to also build a barn or event center for weddings etc. 

Caveat is, and I’m sure other Angelico’s can relate, is that you get different answers from different people depending on what day or the week it is or how much coffee they had or if they are seasons behind on game of thrones and you just happen to catch them after they saw the red wedding....

You never know if there's a wedding, funeral, family reunion, conference, event, etc. that people come to town for and need a place to stay.

The more research you do, the more you’ll find there is no “correct” strategy that guarantees success (if there were, wed all be rich), there are just various schools of thought and you have to do the research and find the one that makes enough sense to you to trust it with your hard-earned money.
