It looks like that was a pretty thick application of whatever it was they put on, and then if they put a floor grade poly on top of that, you've gotta get them back there and do a sand/refinish.  

Things like renovating the kitchen and bathroom and having the chimney flu repaired, refinishing the hardwood floors, painting everything, etc.    

They wired it as a bedroom, put up insulation and drywall, painted it, and refinished the original hardwood floor.

The staircase to the second floor and the second floor itself has original hardwood floors that need refinished badly.

His kitchen needs a light remodel and at a minimum the cabinets need to be refinished and painted as well as the walls.

The kitchen is new, the bathrooms old but have recently refinished shower surrounds, but the golden oak cabinets in the bathrooms need painting and the 90s toilets that clog like crazy need replacing and the counters, sinks, and rusty vanity lights need replacing, too.

Hardwoods are generally more expensive and the one time we refinished existing hardwoods it was just as expensive as putting down vinyl plank so it's not a trivial cost. 

HVAC in 10-15 years, Roof in 20-25 years, Kitchen remodels, exterior paint, floor refinish, etc.
