You have to work all pieces of the puzzle at the same time when you start out, and you will never have the complete picture of any one piece until you pull the trigger.Like @Cassi Justiz said, most HML can ballpark rates, but they may have lending tiers, so they cant finalize numbers until they see the numbers for a specific property.

You can't gather info and put it together to make a puzzle because unlike a puzzle in a box, there are many, many pieces missing,...and you don't know what they are.

STRs have two parts of the puzzle: being placed in service and qualifying as an STR.Placing a property in service indeed means being "ready and available" for rent and, technically, does not require actual occupancy.
