refinance scam? why would one do it dozens of times on a rental?

A friend of mine is in a tough spot with their landlord and reached out to me for advice. As I was digging in to county records, I found it pretty odd that there are two full pages, dozens, of cancellation of deeds to secure debt. Sometimes just a couple of months apart, spanning over 15 years. with tons of different lenders, but some with the same lenders, years apart. All on the same property. I'm puzzled and something seems shady with her landlords activities. Is this a bad actor? I've suggested my friend go ahead and plan to get out of this place asap so that's not really the question. It's more around understanding what possible scams this guy is up to.
