If it's vacant and you have the funds, I would renovate both sides ASAP and get it rented as it can be annoying for the tenant to live in one side and have the other being renovated.

Heck- my property management company doesn't advertise and we turn potential contracts with property owners away all of the time, but our phone rings constantly with property owners who have terrible PMs and are looking for anyone who can do better and operate with some modicum of ethics- and a few who are annoyed at their PM because the DO have ethics and want someone to be their slum lord by proxy.

I'd charge that back to the tenant if any.If the changes haven't actually done damage but are more just an annoyance because it shouldn't have been done, I would talk to the tenant and review the lease which states no changes to property without prior consent.There should be an opportunity to request a rent increase from the housing authority.
