After studying this all day, I'm concluding that the broker is required to be "licensed," and the property manager may be an unlicensed employee, but that the unlicensed employee may or may not avail himself to property management "certification."

I asked Bill Exeter about this last year and here's what I concluded: 1031 your rental property into a place you would like to live in yourself, but first rent it to a tenant for at least a year.
