This contractor's hustle was writing up the repair as quickly as possible in such a way the claim was denied and collect the warranty deductible typically $150 or $200 and get out of there. 

Hello Galen, I would highly suggest not trying to get super creative here and just form your own LLC, buy the property and put it in there, and write this one off as a win! 

They only charge if you print something out, so I created a form that I use to gather the info I need and just write it down really quick while I'm there. 

Should the tenant/housing authority "NOT" agree to the terms or sign, you can then let the Housing Authority know in writing that you will NOT be renewing the contract for a new term.

It does not mean you can't write a lower offer.

I have not understood why someone would write a book, do a seminar for whatever amount, say $5,000 per chair for 2 days, sell a mentor membership.  

Perhaps you could provide the ESA documentation to the insurance company and have them provide in writing to accept or decline the insurance.
