Usually if someone shows you a vacancy rate that is significantly lower that what you know to be true locally it means rents are low or the property is extremely will managed (hint extremely well managed properties are not usually offered for sale at a discount).

As @Seth Borman hinted, the term 'sustainability' is somewhat problematic because it has so many accepted definitions.
