What profession do I contact to troubleshoot and fix? 

If you want a bid to rehab a potential project, or trouble shoot a problem, why should the contractor help you work your deal, for no compensation, if you are looking to make a profit?

One should calculate the time it takes to find the deal, negotiate it, market the rental, screen the tenant, trouble shoot any maintenance or tenant issues that arise, etc.It's better for a high earning person to invest passively in a syndicated apartment deal and get a 6-8% preferred return and 30% ownership/profit share.

They are charging you the minimum it makes sense to simply show up whether an issue exists or not.And no, the tenant shouldn't be expected to troubleshoot a non-working boiler. 

It says to try to delete the dependents on the troubleshoot, but, there are none listed.The other option it says is to simply mail the form in, which is what I might do.

If that doesn’t work, report a power outage and be there when the troubleshooter arrives.

I tried using the capacitors on my air compressor motor but they didn't do the job as they were both a little different in size.I have gotten pretty good about troubleshooting the basics on heat pumps since I have over 20 of these things.

@John OlsenTake it as opportunities arise, google the issue, troubleshoot and learn.

After several hours of troubleshooting, we know who is at fault but the manufacturer refuses to own it.Oh and it does not have an in-wall concealed water carrier system.
