The question is, what is the intention  of the owner, not what would a reasonable person think is the intention of the owner.

I used to do essentially free consulting with new investors on it but gave it up for some of the same reasons - everyone thinks you can just sit at home and buy good properties across the country that are in great shape. 

when they find a growing market that works well for their investment there is no reason to try to look for another market.
