Philosophically, like @Russell BrazilI can see why people would want this, but I guess I'm saying if New Mexico is anything like Colorado, then I suspect that any such proposal would die. 

I personally do not expect declines beyond impact from rising rates in San Diego because 1) there is a housing shortage (supply/demand) 2) the area is geographically constrained by ocean, Mexico, Camp Pendleton, and quick harsh environment going east 3) climate is near best in nation 4) diverse good employment. .

I would encourage you to think of Pueblo, Colorado as physically on Colorado’s front range, spiritually in the rust belt somewhere around Cleveland, and culturally in northern New Mexico. 

I have a full time remote worker in Mexico who answers our "office number" (we don't have a landline phone in the office).

I have a chimenea which in northern New Mexico is really a nice addition.
