They make their own little doggy fences, plant all sorts of flowers, and make it their home.

Go to drought resistant small plants that grow slow and are native to your area—leave lots of space between so you can put in flowers when staging.Find a small landscaper who owns and works their business with a tight route.

I have a brother in Flower Mound next to Lewisville and Coppell and Grapevine should be good as well.

They just kept saying they are busy this day working/the other day having a birthday party...etc.

The Little Flower neighborhood is located just North of Irvington and is also a historic neighborhood that has seen some attention. 

Sorry, I don't have a recommendation, I tore out all landscaping and put small pebbles and cactus in place of grass and flowers.
