@Isaac El it’s probably because they owe way more than the house is worth.. meaning they would rather just pay the taxes every year than have a big fat amount due at closing if they were to sell

I won't go too technical, but just so you know, the heat exchanger is a "metal box" that contains the gas burner and exhaust fumes inside the metal box.

I  have also heard horror stories of PMs wasting money on stupid stuff, like if a tenant complains of  1 of 4 burners being out-- I'm sorry, but you have 3 other options-- I wouldn't replace the stove or pay someone hundreds of dollars to fix 1, but I have a friend who did just that.. and hated his PM.Be cautious with anything that's free, free likely isn't the best.

Make sure your investment property supports itself in a way in which it does not matter the external conditions.Here's a dumb analogy that I like to illustrate the situation:The way I see it is if your cow gives you milk every day, you will not care how fat it is, however if you need to slaughter it to eat, you will definitely want it to be fat and that may not be the case.All the best to you!
