I have gone down the path of painting a few times and it is quite labor intense and with that not cheap, it has to bone REALLY well - prep-work, primer, coat finish, the right products etc otherwise you get crap results.

When you talk about path of progress that is important to upside/appreciation, but I place a higher focus on finding "value" from the start.

Laws around the country may be different.

It should be equal to what is paid at hotels and is seemingly in line with what I have seen across the country

There are areas in the path of progress right now that are still relatively affordable and have decent rent to value ratios and are poised for long term appreciation. 

I'm happy to help even though I'm not licensed in PA the underwriting guidelines are going to be basically the same from lender to lender. 

My PM found it, the owner was moving out of the country, got it off market at BELOW market value.

You can, of course, go down that path. 

It's done by wholesalers all over the country by assigning the contract through whatever is the local convention for contract assignment.
