WE are doing a den to Room conversion in North Scottsdale, In this regard do we need permit from City of Scottsdale  ? If so or if you have worked with permits, please provide more details on cost & time line.

It depends on the scope of work you are doing. (Walls, electric outlets, etc.) A licensed contractor will be able to tell you if the work requires a permit. If you're just adding a door, you probably don't need a permit. The cost of the permit also depends on the scope of the work you are doing. In this case, a room conversion shouldn't be a huge project, so I would expect a permit to be on the lower end of the cost spectrum (if you need one at all). The City of Scottsdale actually has a calculator online where you can estimate the cost of your permit. Just search for "Scottsdale building permit fees".

Hope this helps!
