I spent 4 year in DC for medical school, it just never impressed me.

I had a pretty bad medical injury when I was 54 and I am still recovering.  

How many sessions has the tenant attended with the medical professions?

Early intervention is critical to avoid the problem getting out of hand and we prefer to address it as soon as we hear there is an issue.

If that doesn't work and the levy is creating a financial hardship (unable to obtain housing, medical etc) you can file Form 911 with the Taxpayer's Advocate.

Many of the baby boomers have money or equity, but are tired of handling repairs and updates.They want to rent so they can be closer to their kids or spend their time traveling or taking care of personal needs (ailing spouse, medical issues, etc.) rather than keeping up a house.

However they are now not wanting to loan me anything on this property because they folks had some prior judgements against them, medical, etc.What is my next move?  

One big concern is that the tenant was on a yearly lease but it has expired and the current homeowner never had her sign another (his first and only investment property, he is selling due to medical condition). 

When I first had that medical problem I thought it would only take months to get better but it is now just over 6 years.  

You wouldn't want to perform an appendectomy before you went to medical school. take your time, do it right.
