@Wade Penner I agree with the sentiment that you should be wary of this behavior being indicative of future problems, but if it were me I'd be thinking more about the cost of eviction, turnover, and potential vacancy.

Brownsburg was mentioned and I'd agree with that sentiment. 

There's also rent control and a lot of anti-landlord sentiment.

I also echo the sentiments that @Joseph Scorese indicated -- you're not part of the neighborhood so its important to identify an agent who can help be your eyes and ears on the ground.

When I bought my first property in 29 Palms, the general sentiment was that the property values never go up there, but I have seen single family houses at the cheap end go from the $60-80K range to $140 and up in the last 4 years.

Thanks @Brian Levredge, I was interested in Chattanooga some time ago and made a trip last year to explore and check out the neighborhoods and seems like you are reflecting a lot of similar sentiment to numerous other people I was able to speak with.
