@Karen Margrave I happen to have had the opportunity to consult and work with many nonprofit organizations who all pursue many causes and have heard of extremely disturbing cases and the resulting human condition as a direct result of this issue.

I've heard from others (as well as from my own experience), many tenants will service minor repair items themselves b/c they don't want to disturb the landlord...

My cheapest may be disturbing to some. $500.00  for qcd (after Free title search)$400 in delinquent taxes and $178.00 water bill.  

If I do not want to be disturbed, I can chose to send tenant calls to voicemail while keeping my personal line open. 

I would not ask the downstairs tenant to record the noise disturbance or collect evidence for me.

Then I want to do some due diligence before disturbing the current tenant.  

But if you paired the camera with an external IR illuminator, I imagine the nighttime graphics would be great, without disturbing the naked-eye lighting.

Personally, I leave "Do Not Disturb" turned on so the voice mail picks up immediately.
