Indianapolis is unique, it can change block by block.  

I AM implying the bank hires them to block you because they will think you are wasting their time.

To throw wrench in things, we found out they are building some low income housing a block from our house, which I am not sure what will do to the neighborhood and our ability to rent it for rates we need to maintain cash flow.

The tenants have zero incentive to help you out , so honestly if they are blocking your drive , just tow them.

Enough landlords used blanket-type policies that would exclude someone with a silly retail-theft charge from 20 years ago, that the lawmakers are gaining traction in some areas in banning background checks all together (even for murderers).I don't know about Chicago but back in 03 or so.. my Detroit vendors were already doing the buy a 3k house never look at it sell it to a sub prime borrower ( local) for 40k next day  1k down 300 a month for 20 years.. and the house its trashed the buyers of these would normally go strip the houses on the block.. :) to fix there's but the success rate of these buyers was next to zero..

Philly is block by block and most investors including myself only care about what 0.01-0.25 and no further. 

I would use wood filler to patch the screws, then prime the ceiling with a stain blocking primer.

The hardest properties to rent (in my own experience) are the best house and the worst house on the block!
