You will have to air it out and allow it to dry before you close it back up to prevent mold formation.If the dead is showing 3 bedrooms and there are 4 then it is very likely a unpermitted change.

And YES, they can be released.I negotiate with the IRS for a living.A LEVY is when they acquire the assets.The lien is to prevent transfer without them being paid.
