Throw out any furniture/clothes/other harborage that you don't need, or remove it from the apartment and isolate it into plastic bags.

I've used the $25/100sqft a roll plastic stuff from Lowes and also used 30lbs felt paper.  

I tried the red plastic Hyde Caulk removal tool that Home Depot was selling for $5, but it doesn't work that great out when its edge is still sharp.

But I may have made the mistake of buying the cheapo plastic ones. 

On those direct vented high efficiency systems, the air intake pipe can be blocked by trash flying around outdoors on a windy day; the air intake sucks outdoor air, and those plastic grocery bags flying around are ideal for blocking that air flow. 

Then, will encapsulate the crawlspace floor with plastic.    

You could possibly adhere the new man made plastic lumber directly to it.

Sometimes "Magic Eraser" works well on vinyl, plastic, and enamel where other cleansers fail.Consider that the next tenant will also put down a bath mat and cover it up... problem solved?! 

Properly sized breaker panel or fuse panel (yes, fuses are still OK).Plumbing: Are supply pipes non-galvanized (copper, plastic, poly)?
