The applicant needs a credit card to complete the process and they charge more than $25.A lot of landlords in Milwaukee do the same. 

There is a ton of info on this site, as well as a meet up that others have mentioned.

you have to learn land entitlement. we identified a site today for hotel development that was an 18000 sq ft lot.
